Dr. Ramathan Ggoobi is an economist, academic and public policy leader with extensive experience in macroeconomic policy, public financial management, development economics and economic advisory. He currently serves as Permanent Secretary and Secretary to the Treasury at Uganda’s Ministry of Finance, Planning and Economic Development.
Dr. Ggoobi holds a Doctor of Philosophy in Economics from Nelson Mandela University, South Africa; a Master of Arts in Economic Policy and Planning from Makerere University; and a Bachelor of Arts in Economics from Makerere University. He has also undertaken executive education and specialized training at institutions including Harvard Kennedy School and Columbia University.
Dr. Ggoobi previously served as Senior Presidential Advisor on the National Economy, Director of Economic Affairs at Operation Wealth Creation, Senior Lecturer in Economics at Makerere University Business School, and Head of the Makerere University Business School Economic Forum.
He currently holds several board roles, including Chairperson of the Board of the East African Development Bank, Chairperson of the Economic Policy Research Centre, Chairperson of Uganda Energy Credit Capitalization Company, Board Member of the Bank of Uganda, and Non-Executive Director of the National Social Security Fund.
